Sadly Technobabble outperforms CS+Epidemic in every sense of the word, especially since it doesn't require an elite solely for energy management, a big foul when the entire point of the primary attribute line is just that. About the only advantage to CS is potentially tagging a boss.

As for SA/PA, they're fine skills, but I wouldn't consider them for caster-hate.

OP, energy is very high and even a second superior rune (expertise), likely will not be able to manage energy. Broad Head Arrow is easy to dodge even with down's syndrome.
